Wrap Technologies and XINSURANCE Partner to Launch Safe Response Program for Private Security Market

Wrap Technologies (NASDAQ: WRAP) and XINSURANCE have announced a strategic partnership to develop and launch the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. This initiative comes at a critical time when the U.S. private security workforce numbers approximately 1.28 million guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, and critical infrastructure. The program aims to establish a documented standard for training, equipment, and response protocols before encounters escalate, addressing a growing need for non-lethal options in the private sector.

The partnership follows a significant regulatory development on June 15, when the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ruled that the BolaWrap 150 is neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This ruling removes a federal barrier to its use as an early intervention tool for unarmed security personnel, paving the way for broader adoption. Under the partnership, WRAP will own, certify, and audit the Safe Response standard, while XINSURANCE will handle insurance activities including product design, underwriting, pricing, placement, policy servicing, and claims. Organizations can adopt the standard for their own operations and require contracted security providers to certify personnel under the program.

The strategic importance of this move is underscored by the expanding addressable market for WRAP's technologies beyond law enforcement. By enabling enterprises that carry security-related risk to establish a certified standard across their properties and contracted security operations, WRAP and XINSURANCE are positioning themselves to capitalize on the growing demand for non-lethal tools and techniques. The BolaWrap 150, which deploys a multi-sensory distraction of sight and sound as a first response, followed by a non-lethal restraint if needed, is designed to reduce the risk of injury to officers, subjects, and the community. Used by over 1,000 agencies across the U.S. and in 60 countries, the device is backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).

The Safe Response Program is expected to be particularly relevant in environments where security personnel often face escalating situations without the training or equipment to manage them safely. The program's emphasis on pre-escalation aligns with WRAP's mission to provide safer, scalable, and cost-effective technologies for public safety, defense, and critical infrastructure markets. In addition to the BolaWrap, WRAP's portfolio includes the Wrap Reality immersive training platform, WrapVision body-worn camera system, WrapTactics training programs, and next-generation counter-unmanned aircraft systems (C-UAS) like PAN-DA and the 1KC Kinetic Anti-Drone Cassette.

The partnership with XINSURANCE also addresses a key barrier to adoption: liability. By integrating insurance into the program, XINSURANCE will design products that mitigate risks for organizations and contracted security providers, making it easier for them to adopt the standard. This holistic approach is likely to appeal to risk-averse enterprises seeking to enhance safety while managing costs. As the program rolls out, it could set a new benchmark for private security operations across the United States, potentially influencing industry practices and regulatory frameworks. The collaboration between WRAP and XINSURANCE represents a forward-thinking approach to public safety, one that leverages technology, training, and insurance to create a comprehensive solution for the private security market.
